GAME LOCKS FPS AT 9-15 FPS

The game locks my menu fps and game fps to 9-15 not even going above 20.I tried every solution possible,from putting lowest graphics to changing game settings from notepad folder...I dont know what to do anymore.The game is so BAD on PC and so good optimised on consoles.Idk what to do anymore...i cant play this game like this is been doing this since i bought the game.It fixed at some point randomly then started randomly going back to locking in the fps.I dont even have a bad pc(i7-7700 with gtx 1650 super).SOMEONE GIVE ME A FIX OR JUST FIX YOUR GAME ON PC EA PLEASE I PAID FOR THIS AND I AM NOT THE ONLY ONE ENCOUNTERING THIS PROLBEM
