Game more unstable than a red-flag relationship

your attached video is a problem I only get if i turn vsync off mid game, or mess with some other settings. I can get a stable framerate 100% of the time but there is a noticeable lag that effects dribbling and movement, so my gripe is a little more subtle, but it's related to the same thing - settings changing either during or between games.
