Game not run smooth

Its hard for me to explain that. So i made a short video. 

Imust say at the fist it was all good. This problem 1st start 3 weeks ago

 I tried everything posible. Low and ultra details. New windows installation. And evet driver or trick on Nvidia panel

Pls help

Btw gtx1660 is my graphic card
