Goalkeeper manual movement with Right Stick does not work in open play on PC

Platform: PC (Windows)
Controller: Xbox Controller (XInput)

Issue:
Manual goalkeeper movement using the Right Stick does NOT work during open play.
The exact same input works correctly during set pieces (corners, free kicks, penalties).

Expected behavior:
Goalkeeper should move laterally or forward/backward with Right Stick during open play,
even when the goalkeeper is not manually selected.

Actual behavior:
During open play, Right Stick input is completely ignored for goalkeeper movement.
No movement occurs under any circumstances.
During set pieces, goalkeeper movement with Right Stick works perfectly.

Important notes:
- Controller input is detected correctly (Right Stick works for player switching, menus, UI).
- Save Assistance tested with Assisted / Semi / Manual.
- Right Stick Switching tested with Classic / Adaptive / Ball Relative.
- Preset tested with Competitive / Default / Custom.
- Holding R3 and moving Right Stick tested.
- Issue persists in Kick Off and FUT modes.
- Issue reproduces 100% of the time.
- The same settings work correctly on console versions (PS5 / Xbox).

Conclusion:
This appears to be a PC-only input handling bug where the Right Stick input
for goalkeeper manual movement is not processed during open play.

Step to reproduce:

1. Launch EA SPORTS FC 26 on PC.
2. Use an Xbox controller.
3. Start any match (Kick Off or FUT).
4. Let the opponent attack during open play.
5. Attempt to move the goalkeeper using the Right Stick.
6. Observe that the goalkeeper does not move.
7. Take a corner kick or free kick.
8. Move the Right Stick again.
9. Observe that the goalkeeper moves correctly.
