GRAPHIC SETTINGS ARE NOT AFFECTS GAME

I play from PC and I tried everything to change graphic settings but every single time when i restart the game it sets different than i set and probably as a result of this my game is laggy and freezy and i can count pixels from my monitor. This shouldn't be happen for a game at this caliber. I need your help to stabilize my FPS in game.
