MASSIVE LAG PC, HELP

Guys, I made a thread few days ago. Now I come back and have tested absolutely everything

Nvidia, ingame settings, reinstall, repair, gpu settings in Windows etc. Never ever had this problem where the game, menu everything feels like 1 fps absolutely unplayable while in game.

I have although noticed when it works, its the best performance Ive ever had. I have played a lot Pro Clubs. Some games, absolutely flawless. Then, out of nowhere, I can notice when I come into next game, 1 fps - whole game. The whole menu mess up.

I have noticed when its lagging that bad, it looks a little weird on the players, as if he graphics has changed, but it hasnt. Dont know how to explain, like some sort of noise effect when the player is running, and im lagging so much I cant do **bleep**. No network problem, performance issue. Maybe someone can explain this better.

What do we do? Im starting to think its a specifik stadium that cause this? Something we havent discussed earlier? Something makes it randomly appear, I cant tell what. Because a game after, without restart, it can be perfect again.
