PC-Slow motion gameplay when fps is stable (Time scale bug)

Platform: PC (Laptop)
GPU: GTX 1650 Ti
CPU: Intel core i5
RAM: 16 GB
OS: Windows 11

Issue:
The game randomly enters a slow-motion state.
When FPS is stable and gameplay looks smooth, the match speed slows down.
When FPS drops and stuttering happens, gameplay speed becomes normal again.

This is NOT a FPS issue.
This is a game time-scale / frame pacing problem.

The issue happens both on laptop screen and external TV via HDMI.
Changing graphics settings, VSync, FPS limits or resolution does NOT fix it.

The problem appears randomly:
One day the game runs perfectly,
the next day it runs in slow motion on the same system.

This makes the game unplayable.
