Performance Issue

My PC met the minimum requirements, but the game still stuttering even in offline matches, also i have this input delay problem and it kept saying "new input connected" like every few minutes (only in menu). I've tried every solution on this forum, but still no good result.

At first i think the main problem is my PC, but then i ran a test with some "performance demanding" games, they all ran perfectly fine without any single fps dropped even in high preset.
