Refund is not working

Hello. My refund request via Refund Tool is not worling. It says that "You don't have any eligible games or a history of refund requests.", but i bought the game just a few hours ago and i'm still in the 24h limit to request a refund after launching the game for the first time.

I'm refunding because the game is lagging and sttutering a lot, its just bad to play. I guess my system can't handle it. What I'm suppose to do in this situation?
