Severe FPS drop

when i start the game in any mode i encounter a technical issue where my GPUs usage maxed out at 100% but the frame rate is 5~10. this happens if my graphics is set to auto or at medium or above settings. i found a workaround by playing the game on low to medium but it's disappointing that my pc can handle the game really well but i can't play it on higher settings. please help
