Slow-motion game play

Whenever I play the game, it starts slowly like snails playing in every position. The worst part is I didn't know it a bug or my system has a problem. For this I have redownloaded the game thrice still the gameplay is slow. I tried whatever on YouTube fixes and windows recover health, but it is not working.
