Slow Motion

My game appears to be in slow motion. Players move normally, but then suddenly start moving very slowly. My crosshairs suddenly start moving in slow motion. Pausing and restarting the game fixes this for a short time, but it quickly slows down again. The same things I described happen in both career mode and UT mode, and I don't experience any FPS issues. I need help
