Stable ping and red packet loss symbol, it's been 2 weeks

How is it acceptable me and everyone in north Africa have the same problem of packet loss  and stuttering every 5 seconds even with a stable ping, why no one cares?????it's been 2 weeks non stop, This is unacceptable, we want answers.
