unplayable fps

asus tuf a15 rtx 3050 ryzen 7hs 16 gb ram
My laptop was running fc26 fine at good fps when its gpu usage was at like 40-50 percent but now when i start a match gpu usage goes to 100 percent (laptop doesnt actually heat as in the attachment its only at 70 degrees) and fps drops to an unplayable 5-10 fps. i have tried absolutely everything i can think of but this problem wont go away and it has costed me almost a month now because its literally unplayable. When the game is normal gpu usage is at like 30-50 percent but after like the second half or sometimes when i launch ut i get 5-15 fps and that is because the gpu usage goes to 100 percent
