What would be the official optimal settings for better gameplay?

There are hundreds of toppics and discussion on that here , on reddit , youtube, everyone says a diffrent thing, somethings works somethings don`t, 

In a nutshell I have a pretty decent computer which if I play at unlimited fps (goes to 400-500) the input delay feels ok but the gameplay is not smooth, a lot of screen tearing, 

If i lock on 240 fps (match my monitor hz) the gameplay is smooth graphics are fine but then a huge input delay is observed.

I tried everything but still no optimal solution for that, it`s quite frustating that i spend 1,5k on a new computer just to play that ( I thought my old pc was the problem but was not) 

still can`t have a smooth gameplay without input lag, here my dxdiag in case you ask
