Add "Evolutionable" attribute to cards

Just like the "Tradable" attribute on cards. The "Evolutionable" attribute will determine if a card is able to be put into any type of evolution. This gives way better control on evos (power curve), a better separation between Evos and Promo cards and more versatile types of SBCs. 

If we apply this, unintended evos such as this years silver icon bugs may not happen. So EA don't have to drastically change their plan and have more consistency. (For example, TOTY evo max overall going backwards is ridiculous and should not happen if previous Evos were as planned. This is probably because of the crazy evos on November)

All base bronze/silver/gold, heros, icons are supposed to be Evolutionable. This does not ruin the fun for creating some bronze/silver/low-rating Gold cards beasts. Players who care more about building perfect PS combos and insane stats can still have their fun. BUT they will be less likely to evolve cards with dynamic photos. Players who spend money or fodder to get Promo cards/SBCs can enjoy the dynamic photo. This way grinders/Evo-builders can enjoy and acquire decent cards, money spenders can also acquire decent cards. Base on the current pack rates, this can help remove the gap between the "rich" and the "poor" in the game. Evo for stats/PS or get promo cards/SBCs for similar stats but better look. Now there are many redundant promo cards which are not even as good as their lower-rating version's dynamic's EVO. 

More SBC types can be added to games, tailored for all types of players. Cheap but not evolutionable SBCs can be for players who need a starter-level card desperately (This actually happen to most of our SBC cards, use it for a couple weeks and have better choice and never use it again). Expensive SBCs make more sense(like the current CR7/Messi pick) if they are evolutionable.
