The better pack higher chance you will get toty cards. If you open like 78+ and 79+ etc the chance is extremely low like 0,1% which means it does not exist even you open load of packs or you can pack it if you re extremely lucky. Even store packs have 6% and slightly higher. If you open like 50x 88+ or 87+ and dont get any toty so your luck is extremely poor or it is not your day. In conclusion, keep grinding you will get it and accept what the game give you.
