Hackers hackers every where and EA does nothing

I'm afraid only the Terms of Service team is equipped to investigate and decide whether or not to act on reports. There isn't anything we can do here on the forums and we have limited knowledge about decisions made. I'd encourage you to continue reporting suspicious or disruptive behaviours to bring them to the team's attention.
