Not just TOTY, I mean almost every weekly promo is hard to pack from grinded packs. Even the really bad ones in the promo, EA hold them like something super precious and make it unable to pack. You play serveral weeks and likely to have 0 promo cards that proves you've been here playing
For sure, the drop rate’s trash for every event, and TOTY’s straight-up ridiculous. The game’s DAU’s gotta get the devs in trouble lately.
