Stuttering

And no its not because of the setting nor the controller, ive tried wired, bluetooth and with wireless dongle, situation remains same. I have my graphics settings with mostly medium and low, strand hair off and advanced graphics off too, fps is not dropping even 1-2 frames, 30 ping stable too... also tried with changing nvidia low latency setting to off, on and ultra, but its not affecting anything in my case. Offline and with AI everything runs perfect and smooth, but online modes like rivals and stuff are runs like hell, cant even move my players or do anything without 2-3-4 second delay. Ive tested with local and online controller inputs showing on my screen during online gameplay, my Local inputs on controller registering fast and smooth and online registering stutters for like 2-3 seconds and then registering it... someone pls help...
