I wanted to check with everyone in this thread and confirm if this is still happening, our team has made some changes and this should now be fixed.

I have encountered an issue where my division rivals tab is still locked and the game is telling me that I have to complete the kick off campaign. However, I have completed the entirety of the kick off event and division rivals remains locked for me.
So what you are describing only works for H2H and Manager mode, not Vs attack. Even so, the quests are gone after 8 matches played of each so this issue of having division rivals still needs to be fixed. If you know who the community manager is, I would like them to know about this issue since it's been here since global launch.
@Beto_AD18. @hotboi540 Yes it only works for H2H and Manager mode but you can play both modes as much as you want by going to "Road to Glory" Under Quest. You can access both H2H and Manager modes from there and you can play as much as you want.
