There is a task where I have to train 11 players upto level 20 and all my active lineup has reached level 20 and the task is still showing incomplete with 9/12 as the progress I don't understand the logic behind it

This sounds like the task tracker is not counting players who were already level 20 before the objective started. Some FC Mobile tasks only register progress when you train or upgrade players after the task becomes active. A basic objective tracking guide may help confirm whether you need to level a few fresh players from below 20 for the counter to update.
