I'm unable to see ads and I don't have access to gems offers

I'm unable to see ads. they never show me ads. I have tried everything I could, reinstalled the game for like 8-9 times, tried different internet connections, yet I'm unable to see ads and I don't even have access to gems offers 

It's been more than 3 months and this glitch isn't fixed..
