RNG at play, you get lucky, or you don't. There were some events where I got nothing literally from the store's packs for months on end, as there was no pity reward (get a pool A card by 100th draft). Drafts at least guarantee you something better at the end of the draft cycle (which needs a lot of fine-tuning, but it's better than store packs).
The conversion rate of cards to Phase 2 Tokens is indeed rubbish, and it makes the current exchange of gems/FP into cards via interim currency such as P2T (or past shards) extremely hard. A lot of this has been discussed in Pulsar's feedback thread.
At least some of the feedback has already been introduced into the game, 50% off 117 exchange for the players of the week, where 450 tokens are needed, it's not much, but at least it's a step in the right direction.
Personally, it allowed me to get a card of my choice from the event, Cannavaro, who otherwise would be out of my reach (still took 10 weeks to get enough resources for one card, lol.
