MEL won't start or gives an error for reinstall even after reinstall

Hello, my instance of Mass Effect Legendary Edition will not open. Originally, the game would give me this error ; "error: there is a problem with your game's setup. please reinstall your game".

I attempted to fix this error using various advice from online and since that time I no longer get the error, but the game will still not open. Now when I click 'Play' from Origin or doucble-click the launcher executable from the install folder, the screen will change as if the game is about to open but all that happens is Origin appears to minimize then return to the top layer of windows. The same thing occurs when I try to manually start the executable for MEL's ME1, 2, & 3.

These are the attempted fixes I've made.

Updated windows 8.1 completely.
Updated Nvidia's GEforce Experience & driver.
Cleared Origin cache.
Uninstalled and reinstalled Origin.
Uninstalled and reinstalled Mass Effect Legendary.
Installed the update for MEL which showed up today 210517.
Verified other games installed thru origin do work (original Mass Effect 3 and Witcher 3).
Manualy reinstalled Microsoft's VC redistributables.
Attempted to install the Microsoft Media pack, told it doesn't apply to my version of windows 8.1 pro x64.
FlushDNS.
Stopped my AV program from running completely.

Added Firewall exceptions.

Tried from a new windows admin account.
Rebooted the PC between each of the above steps.
Checked my username contains only roman characters, no numbers or special characters.

I have been on the phone with tech support and they were unable to help me correct this issue, so they had me post here.

    I really understand your frustration, and I hope that Bioware is fixing this at least for Windows 8.1.

    But the truth is Windows 7 and Windows 8.1 are dying Operating Systems. 

    Windows 7 is completely out of support. Windows  8.1 is out of standard support since 2018, (Not out of extended support though, so there is no security concern here). 

    I am working in the computer business for a very long time, and I see the security problems that out of support Operating Systems cause first hand.

    I don't know why you don't want to Upgrade to 10, but if it is the extended "Telemetry" Windows 10 uses, there are easy ways to get around that. 😉

    I totally sympathize with your situation; I've been working for days to get ME1 to launch on my sister's PC...but they most DEFINITELY did not tout "no need for new hardware."

    This is a 4K UHD remaster built for consoles and PC hardware that didn't exist when ME3 came out (the first consumer 4K monitor was released in 2013, one year after ME3). The "minimum requirements" for the game list video cards and an OS that did not exist when ME3 came out. BTW, those minimum requirements were released publicly before Legendary Edition came out.

    Nowhere anywhere ever did anyone ever say that you would be able to play Legendary Edition with "no need for new hardware." Again, it's a brand new 4K remaster using new visual effects. The oldest game did not get "minor tweaking"; every single texture in the entire game has been replaced with a brand new high resolution version; new visual effects were added like ambient occlusion, subsurface scattering, depth of field, light rays, etc. In many cases, character models in ME1 were completely replaced with higher-polygon versions, and some maps were visually redesigned (eg Virmire). You're free to think all the new high resolution textures and effects look like a "modest" improvement, but your PC hardware isn't free to think that.

    Again, nobody touted "no need for new hardware," and the very idea (which I've never heard before from anyone ever in my life except you) makes no logical sense whatsoever.
