Tried all of the above and it still didn't work. ☹️ Thank you, though, and hopefully it'll work for someone else.

I was unable to launch the game and could also not find any solutions online. I had tried verifying, reinstalling the game, Origin and EA app. Nothing was working. On a random thought, I went into the documents folder and deleted the "LauncherConfig" file under Bioware>Mass Effect Legendary Edition. When I went to launch again in Steam, it worked straight away. I really hope this can help someone who had the some problem as me because I spent hours attempting to fix this.

Does ME:LE launch fine if you purchase it through the EA App? I bought it on steam, like usual for me, and I have the issue so many other people are having. I'm considering just steam refunding it and getting it on EA app, but my internet is crap and it took me two days to download...literally.
I'm also just considering refunding it and not playing any more EA games until this app mess is sorted out. Which, considering I haven't played an EA game since ME3 came out, I don't think I would have a problem with that.

I spent hours trying to resolve the same issue, but just with Mass Effect Standard Edition, and directly through the EA games app (no steam).
@BurningBaron Your comment inspired me to try renaming the Documents\BioWare\Mass Effect folder to another name. When running it again, it created a new folder and new folder contents and everything worked from then on. Thanks for your helpful comment 🙂
To anyone else who does this, it looks like the saved games and user profile are in the "Documents\BioWare\Mass Effect\Save" folder, so be sure to only rename rather than delete the Mass Effect folder (if you don't want to lose your old saved games). Then try and copy the saved game files and profile file back into the new "Save" folder once you've run the game and it's been re-created. I didn't try that though, as I was starting a new game.
