Repair the game.
(Origin > Game Library > right click MELE > Repair)
(Steam > right click at MELE > Properties > Local Files > Verify integrity of game cache.)
- Deinstall 2015, 2017 and 2019 from the Apps panel.
- Restart the PC.
- Go to your ">drive>:\Program Files (x86)\Origin Games\Mass Effect Legendary Edition\__Installer\vc\vc2015\redist\" folder
- Run the "vc_redist.x86.exe" as administrator (right click the exe > Run as Administrator.)
- Run the "vc_redist.x64.exe" as administrator (right click the exe > Run as Administrator.)
- Restart the PC.
- Test.
Important: regardless of whether it works or not, after you tested, install the "x86: vc_redist.x86.exe" and the "x64: vc_redist.x86.exe" from this MS side.
If I understand you correctly the launcher does not start in normal mode, but does start in clean boot mode?
- Press the Windows key and "R" at the same time.
- In the new Window, type or copy and paste "%LOCALAPPDATA%\CrashDumps" (Without the quotation marks) > Press ENTER
- Look if there are any "MassEffect1.exe.Xxxx.dmp" or "MassEffectLauncher.exeXxxx.dmp" files in the "..Local\CrashDumps" folder.
- Zip 2 - 3 "MassEffect1.exe.Xxxx.dmp" or "MassEffectLauncher.exeXxxx.dmp" files together and upload them at a free file hosting service like Dropbox or Onedrive.
- Post the link here.
If there aren't any dump files of ME:
- Press the Windows key > Write: Command Prompt > Right click on "Command Prompt" in the search results > Run as administrator.
- Copy and paste reg add "HKLM\Software\Microsoft\Windows\Windows Error Reporting\LocalDumps\devenv.exe" /v DumpType /d 2 /t REG_DWORD into the prompt Window > Press ENTER.
- Play the game until it crashes.
- After the game crashes, let all Windows crash dialogues finish.
- Press the Windows key and "R" at the same time. > Type "%LOCALAPPDATA%\CrashDumps" (Without the quotation marks) into the new window > Press ENTER.
- Zip 2 - 3 "MassEffect1.exe.Xxxx.dmp" or "MassEffectLauncher.exeXxxx.dmp" files together and upload them at free file hosting service like Dropbox.
- Post the link here.
If you want to undo the automatic dump creation, use the command below in a elevated command prompt (As in point 1) reg delete "HKLM\Software\Microsoft\Windows\Windows Error Reporting\LocalDumps" /f

Yes, that happens to me. I'm going to try to explain (but my native language it's not English so it's difficult) The first time I couldn't access even the lautcher, until I apply what you said about clean boot. After that part, I follow this instructions:
Inside the PowerShell or CMD, enter “DISM.exe /Online /Cleanup-image /Checkhealth” without quotes. > ENTER.
If errors are found, notify us. If no errors were found reaped steps 1 & 2.
Inside the PowerShell or CMD, enter “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes. > ENTER.
The system will start validating soon. If it throws an error, please list it here.
After it reaches 100%, hit Windows key and X again.
Again, choose “PowerShell (Administrator)” or “Command Prompt (Administrator)”
Inside the PowerShell or CMD, enter “sfc /scannow” without quot"es. >ENTER
After I follow this instructions, I decide to test the game but everything habilited. And now I can access the lautcher, and select one of the games. Unfortunally, when I select one of the games (for example Mass Effect 1) the game start, and then appear a black screen. After that black screen, I appear again in the Mass Effect Lautcher. It's different from the first time because when I tried to play the game it's appear the classic "Mass Effect has stopped working" but now that message doesn't appear.
I don't know if there its a solution for this loop.

Well, that is at last some progress.
We can find out which Service or Application is responsible for the Launcher problem later.
Please post a new DxDiag.
Also look at the ""%LOCALAPPDATA%\CrashDumps" folder again. Look in specific for Dumps that are created after you initiated the clean boot mode.
Load them up like before.

After fiddling last night I got it working, then the new update came and it's not working again, jesus christ I didn't think a giant developer like EA could be this incompetent, should of known better, they did release Anthem after all.
I give up on this I'll just get a refund and wait until its on sale for cheap.
