Your CPU is missing the AVX Instruction set.
- Go here.
- Download the updated custom luncher (Preferable form the Nexus mode page, it is free.)
- Go to your ">drive<:\Program Files (x86)\Origin Games\Mass Effect Legendary Edition\Game\Launcher\" folder and rename the "MassEffectLauncher.exe" to "Old_MassEffectLauncher.exe" (Without the quotes)
- Put the downloaded custom launcher in the ">drive<:\Program Files (x86)\Origin Games\Mass Effect Legendary Edition\Game\Launcher\" folder.
- Try to start the game from the custom launcher.

No, it should run on this system.
There is a NVIDIA error in your DxDiag as well.
- Follow this manual to the letter to cleanly uninstall all NVIDIA components.
- Install the graphics driver and GFE. > Go online.
- Test.
Edit: @BeerGrin The DxDiag also says that your 4K screen is set at 1920x1080, is there a reason for that?
