lice cold freezer

I am having trouble with the Lice Cold Freezer in my game. I have it stocked full of food on a few of my retail lots and I haven't really played much in the last few months so naturally there were quite a few patches since I last really played. I notice that when I have my Sims go to make purchases from the freezer, it doesn't do anything, not even give an option to click on it buy anything. I was just wondering was there something reported as the cause of this problem or did something change about the freezer which contributes to this issue?
