This solution will not work for me, i am on PS5, i cannot go into my files and edit them like that.

To check have you tried the following?

• Manage your downloadable content (DLC) on PlayStation 
• Clear the systems cache (Close the game completely > Turn off the console > Wait 30-60 seconds > Restart and Relaunch)
• Verify you signed into your PSN account
• Check for updates 
• Restore Licence
• Try the steps in our Connection and Advance Connection Guides 
• Open your PS5 NAT Type
• Change DNS settings (You can use the public google DNS primary: 8.8.8.8, secondary: 8.8.4.4, unless there is a different DNS you would rather use)  
• Entering Safe Mode and Rebuild your PS database

so far ive tried all of these things, except for wiring my connection and

none of the other things seemed to work, but i have a feeling theres something wrong with the game, not my connection

I just got the same issue 

Me too, for Vol 4

tried safe mode clear cache and rebuild database

tried restoring database

tried selling all cars but one

tried manual sync to cloud

Maybe I need to delete the save file somehow and just start again?

Had a cloud save and a console save

syncing to cloud did not help

deleted from console

started game which forgot progress

closed game

downloaded from cloud

started and now online ok

wish I could get to previous cloud saves to before I sold all my cars!
