In-game purchase issues

Hello, I've been playing PvZ 2 for a long time and I need to make a purchase from the Piñata section to progress, but I keep getting a "You don't have permission to make a purchase" warning. How can I unlock the section after Modern Day? I've contacted customer service many times about this, but there's been no solution. I was told the account could be played by a minor, but that's not true. Please help.
