Recover data

My account was linked to my play games account, it still shows the achievements I've made. I tried all the the troubleshooting steps. How do I recover the progress I've made, I've made in app purchases and still have the receipts. It claims to have my account linked and when I open it via play games (which still contains the achievements made with dates) load into a brand new game.
