Unthawed Viking issue

I hope I'm ready the way unthawed vikiing is supposed to work.  It's ability is Amphibious, freeze all here when placed and evolution(pirate) place on a pirate and freeze in all lanes. If so.....why is it not freezing plants when I place it down? Freeze is only working during evolution.
