I am unable to purchase gems.

Once again I cannot purchase gems in Pogo. I have signed out of Pogo, restarted computer, changed browser and still can't. If I try to reenter my credit card it says it's already entered. This problem has happened before. On my profile it says all information is current but on gem purchase it says it's not.
