Green valley zone asks for drones

I’m playing on green valley zone with 108 buildings in total and they’re all green valley zone buildings yet the demand for drones is 105 even though I have no omega buildings there. What should I do? All my population is unhappy and it says can vacant building for many houses. My population got shrunk. I provide all other services and there’s really no need for drones for this zone.
