Services Double Demand, Houses Still Becoming Abandoned

My power (pictured), sewer, waste management, and water are double the stated demand. However, the little bubbles over the houses indicate otherwise. Houses are still being abandoned despite the plet...

Yes and the same thing happened in the design phase.  I had 8 houses.  Deleted down to 4.  Population and service demand would not decrease.  I spent everything plus cash trying to make my services function so I could submit to the design challenge.  50K population with 4 cozy homes.
