Services still glitching - Egyptian hospital isn't covering anything,

Hi. I'm still having issues with upgraded service buildings not covering correctly, houses showing in red when they're fully covered, my Egyptian hospital isn't covering anything, and I've upgraded as many as these as I can, and I'm completely out of simoleons. I'm having issues primarily with health, omega network, police and fire. This isn't fun anymore and I've used real money. I hope this can be fixed.
