What does support do in this game?

I encountered yet another disinterested response from support. In the Contest of Mayors, I received $100 instead of $1,000. Support keeps sending me blanks, saying they can't credit me or verify anything. This is the worst and most useless support in the history of gaming. They can't resolve a single issue; they know nothing. I've contacted them several times over the past year, and they've gotten no resolution.
