Buddy you are cooked. Your setup is a literal potato you probably can't even get above 60 fps on this game. Any CPU running at 100c is going to thermal throttle and shorten it's lifespan drastically, you are misinformed and just objectively wrong
nope...its running butter smooth on default settings. no FPS drops. you are doing something seriously wrong XD and thats completely wrong, modern CPUs are designed to run safely at their max temp no problem as long as they don't exceed it.
Theres definitely an issue with the game, my cpu is better than what the game recommends for high settings (Intel i5-11400f) and yet on the lowest possible settings my cpu doesn't only hit 100%, but goes so high that the game crashes and it even bluescreened my computer once. I've never had a game in general from cyberpunk to warframe to whatever you can think of even max out my cpu on low, let alone crash the game and my computer. And lets be real, this game doesn't look that good to be doing all that

I looked into this issue long ago from modding Skyrim which pushed my system to the max on a regular basis (and it still runs perfectly fine, btw). newer Intel CPUs are perfectly capable and designed to run at their max temp for their entire lifespan. you are regurgitating a popular myth by overly paranoid wannabe tech geniuses. so long as you don't exceed the manufacturer's max CPU temp you're perfectly fine and it's perfectly normal while running a relatively demanding game with a high power CPU that creates a lot of heat to function. now since you guys won't believe me, let me quote the Intel manufacturer directly:
"Is it bad if my processor frequently approaches or reaches its maximum temperature?
Not necessarily. Many Intel® processors make use of Intel® Turbo Boost Technology, which allows them to operate at very high frequency for a short amount of time. When the processor is operating at or near its maximum frequency it's possible for the temperature to climb very rapidly and quickly reach its maximum temperature. In sustained workloads, it's possible the processor will operate at or near its maximum temperature limit. Being at maximum temperature while running a workload isn't necessarily cause for concern. Intel processors constantly monitor their temperature and can very rapidly adjust their frequency and power consumption to prevent overheating and damage."

LMAO the same company that had to issue multiple BIOS updates for their 13th and 14th gen CPUs because their microcode was causing Vmin shift instability, CPUs dying, and improper voltages. Don't believe everything a company says little buddy, most of them lie to save face and maximize profit, you would know that if you actually stepped outside of your gaming room, yikes.
The 13th and 14th gen Intel CPUs are rated for 100c max, but those are for just brief spikes. Running at those temps constantly and not just random spikes will degrade the silicon faster and cause other parts around your CPU/what is cooling your CPU to degrade faster, learn the facts little buddy. My motherboard literally had the red CPU light on from this game because of that, not a good sign. You are on a GTX 1070, a GPU almost 10 years old and a CPU from 2017, you are lucky to even hit 60 fps on all low settings, maybe upgrade your Rig to this decade lmaoooo. Dude is talking about knowing CPU temps when his rig doesn't even hit the minimum requirements for the actual game.
You can't reason with someone who doesn't actually understand how computers actually function and how dumb the entire computer game community became around 2017 when the whole "$1000 minimum" concept came around.
