I get you're not happy but no need to literally insult someone's setup and say he can't even play the game lol. A GTX 1060 can easily render this game.
Your cpu temp would have to be a thermal compound or cooling issue. I noticed that the game was running horribly first myself and the issue was literally just the default setting as Borderless Windowed. Changed to FullScreen and gained 100fps and my system usage went down significantly.
And my system is weaker as well. I7 8700, Rx 5600xt, 28gb DDR4 2666. Very good stability now on high settings and steady in the range of 140fps or so.
