this is a local machine issue, not a game issue. I also have a worse config than you and haven't dropped a single frame on ultra. change your overclock settings back to default
I don't have any overclocks. The issue was without messing with some settings this game leaves FPS unlocked which eats up CPU power. I am currently playing with all settings on Ultra and have FPS locked to 100 using RTSS, getting stable temps now
