The slow motion issue is likely a network connection issue, i encountered similar when having discord voice chat open and someone was streaming. Otherwise I don't have this issue. I could only mitigate the problem if the person streaming lowered their resolution (cause discord is dog**bleep** and doesn't let you do it yourself)
If after checking your network speed (or not having a discord chat open), use Vsync and lower the resolution scale, I don't think you need to mess with the native resolution stuff. Let that be default (delete settings in app data if needed), then adjust resolution scale either the slider or using upscaler modes.
GTAV is an old game ofcourse it runs well, newer games tend to be heavier at higher resolutions especially with dynamic GI.
Do you think plugging in an ethernet cord would help? I usually play on wifi because I don't have anywhere to run the chord so it just sits in the middle of the floor.

It's definitely an internet issue. I've read in other threads something about the problem being "netcode," which I don't know what it means, but it sounds like the internet.
In addition, many users have this problem on Rog Ally, as do I. This means they're all using Wi-Fi, even portable 4G with mobile data.
This last issue is also my problem.
I play at home on a mid-range PC that runs games at 85-90% of the performance that my Asus Rog Ally offers in the same games. But when I skate on the Rog Ally with 4G/5G internet, it still plays VERY SLOWLY. On my home PC with 600 Mbps internet and 20-60 latency on other game servers, the game runs very well, even with the same FPS as on Rog Ally.
