I'm sure it is known about. Occasionally the camera locks to the ground, a little second crosshair appears. How do I get to talk to a person, anyone got a phone or anyone i can call outside of legal?

This usually means there's is something going on with your keyboard/mouse.

make sure you don't have a controller and keyboard/mouse plugged in at the same time.
try a different mouse/keyboard
if you have a KVM in the mix, remove that for troubleshooting

It could also be a graphics driver issue, although it's usually something with they keyboard/mouse.

Tried multiple devices, NVIDIA PC, AMD laptop. Issue persists. Multiple people confirm it exists. You can see every time it occurs that a bunch of people hit respawn in the kill tracker in upper-right.

Please stop giving generic responses. When this happens, everyone in the game respawns. It happens to everyone at the same time.
