Game crashes immediately

So I hit play and it gives me a black screen for 1-10 seconds before crashing giving me an error.

I've tried most fixes from the FAQ/forums like editing my client settings or a clean boot. verifying game files did nothing, and i believe my computer meets the minimum specs because I played before.

my client settings:

[Renderer]
AntiAliasingLevel = 0
AtlasQuality = 1
Buckets = 4
CodeVersionChanged = true
EnableSSAO = true
GraphicsDeviceId = 8583
GraphicsQuality = 6
Height = 720
InfoGraphicsVendor = NVIDIA_GPU
InfoGraphicsVideoMemoryMB = 3930
LastCodeVersionRun = 4
MeshLODQuality = 0
NativeHeight = 2160
NativeWidth = 3840
NewBucket = 4
ShadowMapNumCascades = 4
SpeedTreeDistanceScale = 0.75
TextureAnisotropy = 1
Width = 1280
DYDDrawDistancePreset = 0
D3DFullScreen = false
EnableBloom = false
TextureQuality = 1
AllowDepthOfField = false
doBlobShadows = false
doShadows = false
ShaderSet = 1
PlantDensity = 0
FullScreen = false
ShadowMapResolution = 1024
RefreshRate = 60

i've run out of ways to try and fix the game to my knowledge.

below is the diag preformed through dxdiag

    You are likely best to do an inplace repair per this guide  intent with this is the only thing lost are window updates that just need to be installed again via windows update

    I tried both, gave me this, wasn't sure how to continue from there

  • Cant really see much else in the dxdiag

    you have previously run the system file checker ? there are signs of it failing in the dxdiag

    have you tried DISM ?

    DISM.exe /Online /Cleanup-Image /RestoreHealth
