Game Startup Freezes Computer

I vaguely recall someone else having similar issue, I guess first have the game shortcut like below
Also end task on as much programs running in the background as much as possible before trying to start the game, eg MSI Afterburner etc
Open Task Manager and see if you can see what process is taking up system resources.
Is there any change between fullscreen , fullscreen (window) and window mode with this freeze ?
I have changed my shortcut settings as displayed within the image, ended background programs, and changed display settings. None of these options appear to be the solution, as my computer still freezes regardless.
I gather the game is ok after this load issue ?
can you post the contents of the client_setting file , can be found per below
Press the [Windows] Key + [R] at the same time
Copy the following in to the text box and press ok

Open the client_settings.ini file in notepad
