there is definitely no other version of libcef.dll in your system outside of a game folder ? check in c:\windows\syswow64 first

None in syswow64. All are from other games.

There isnt one in the swtor folder ? edit: nevermind i see it 2nd look 🙂

if this is a steam install  ? i would look closer at the steam / common folder if that folder is in the global path it may be finding a different version on launch 

maybe also try renaming some of the libcef.dll to libcef.old so you can rename them after testing

It's not a steam install, it's original launcher. I get the same problem with the steam launcher.

press the windows key and type reliability and open the reliability history, you should see event reports including the swtor ones,  see if their is any data in their that may help narrowing the cause
