I just wanted to rule out the option of "Windows 10 update * up login issues because of extra security blabla". So i uninstalled the last two updates (installed them today), it did not help. So we can rule out the interference of Windows 10 updates.
This shouldn't even happen. That is the most disappointed part.
But at least one moderator tries to find a solution.
Internet is a wild beast at times , unfortunately the best I can recommend at present is only a workaround , certainly not a solution.
It will come good I can promise that just time is needed

I see a lot of Ziggo/UPC users from The Netherlands here (these days the same company), makes me wonder if this is some overzealous counter to an other (potential) DDOS attack
They had one a few weeks ago, and lost internet for half the country for at least half a day, they had big trouble fixing it or even providing a temp fix, some customers eventually twittered VPN fixes, was a big PR debacle after the recent merger.
If it was a DDoS attack, I wouldn't be able to write right now because a DDoS attack doesn't only affect this game. But it would affect the entire network.
BTW, using Ziggo as well.

Its a provider issue, from another board (Second life):
[Updated 4:27 PM PDT, 15 October 2015] We’ve received confirmation from our upstream provider that a widespread DNS outage is impacting parts of Europe, including the Netherlands, and possibly other regions. We’re monitoring the situation and will report on developments.
Not saying it's a DDOS, but a counter to one, basically they blocked something off to prevent one, I don't know enough about ports and such to know what I'm saying so I'm just guessing here, I just find it curious that it seems to be isolated to pretty much the biggest provider in The Netherlands (80% of the market at least), while the rest or at least most of Europe seems fine.

Given the pings work the winsock error can be from some sort of port filtering so it is useful mentioning to the ISP just in case
particularly if it is determined to just be people on Ziggo/UPC , have only able to determine it seems most are from Netherlands at this point in time.
Is anyone not using Ziggo/UPC is the question ?

I am from Russia.
I have a general list of servers is empty.
Sometimes there are server, but throws out of the game. Even a quest not just to make the flight.
Yesterday and I had a mistake, but I used the backup games. It seems everything is fine.If this occurred after the update remove exceptions for both launcher.exe and swtor.exe to the AV and firewall lists just to be certain
Login Issues is launcher.exe
Server list issues is swtor.exe
So your saying you are ok now ? and this occurred yesterday ?
if this is a restore of the game can also open a command prompt as administrator and type
netsh winsock reset
Press enter and reboot the computer , not saying is going to fix but they are worthwhile troubleshooting steps

I am experiencing the same problem today, my provider is UPC as well, however I connect from Poland.
So, you've got 2 people from Poland, with their ISP as UPC as well.
So, Netherland or @Veymarr contact UPC support to check out their side?
Hope it comes good for you guys soon , frustrating I know

Same - UPC/Poland.
It happened last night in Moscow.
Very lag and crash the server list. And it's empty.
Once this has been stable error "The login service is currently unavailable. Please visit our forum for the latest updates on the status of this service."
Then launcher given the opportunity to download the game.
The game went to a vendor, and ran lag. No server.
Antivirus and firewall turned off. The computer restarts. The ports are open.
netsh winsock reset
Does not help.I am not sure if this issue is related to the one discussed in this thread
simple test is to try the VPN www.hotspotshield.com set to the US and see if it works with the server list.
If it doesn't may need to look further causes
Firewall can do this some common issues seen are below
ESET - disable protocol filtering (still affects on disable)
Kaperskey - disable scan secure/encrypted connections
Nortons (Firewall) set exceptions to "Allow" instead of "Auto"
