can only suggest check out skype or voip, if an option as phoning swtor support is likely a 5 - 10 minute fix
there is another route via help.ea.com , but they may not be able to see the EA account , on occasion only swtor support can see the EA account due to linkage
try raising a ticket at help.ea.com to recover an "origin" account and provide the deleted hotmail email address and see if you can update that way. (dont mention swtor)

Sorry to bother you but I have the exact same problem than the others :
"There is an issue with your Electronic Arts account which will prevent SWTOR purchases until resolved. Please contact customer support (https://help.ea.com/en-us/help/star-wars/star-wars-the-old-republic/swtor-support) for further assistance"
The only problem is that I CANNOT call them at all.
So I can only conclude that I can't subscribe anymore ?
I stopped almost 1 year and a half ago and just came back to enjoy some game.
Is there another way to unlock this restriction, because I'm kind of desperate tbh

To fix the account You need to reset the password on the linked EA account that account uses the same email as on your swtor account
use the following link (insert the swtor email) to reset the password then login on that EA account to fix the swtor account for purchasing
for future purchases, use incognito mode on chrome initially if you purchase on swtor.com to be sure browser cache and cookies is cleared

Changing my email from my swtor accoun't work, I'm still waiting the confirmation mail to change it but it has been like 5 hours now and still nothing.

why would you be changing the email on the swtor account ?
you need to insert the email address as used on the swtor account (when the account was created) to reset the password on the linked EA account , changing emails on swtor will not change the email needed on the linked ea account

I did change password via provided link, login to EA account, used incognito mode and error still persits.

I have the same problem and some time ago i changed my email from swtor account and can't access the old one(got hacked and deleted). I tried to login to EA account but it says that it's expired.

To fix the account You need to reset the password on the linked EA account that account has no persona (not Seddhab your posting on now) that EA account uses a @interia.pl mail (not the same email address as on your swtor account)
