I am not using the BR version of the launcher.

Handy info to know, try deleting the file called retailclient_swtor.version 

Ensure launcher.exe is in the exception lists for the antivirus and firewall as that is what usually causes trouble.

If it persists in the game folder is a log folder with launcher logs , provide the latest one it may indicate what is occurring hopefully

I have tried what you suggested and it still does not work.

Also, I started this thread after already trying the numerous solutions offered online, including your last suggestion.

I have added the log file.

Edit - disappearing for the night its 11pm here will check back tomorrow afternoon if need be

What anti virus are you using just for info ?

The next line of your log should simply be 

INFO ManifestState=Complete: assets_swtor_main, current=277/upcoming=-1/required=277

Given this is non streaming , the best way to be 100% sure antivirus etc isn't interfering is boot up into safe mode with networking and run the launcher and see if it patches ok there , you can definitely patch ok in safe mode with networking.

if not sure about safe mode with networking try a clean boot first up per this link  but this may leave the AV etc enabled unfortunately

I am using 360 Total Security

I have tried patching in safe mode and it still remains stuck at installing assets 0%

I will now attempt the full reinstall which I was trying to avoid since I don't see why someone should have to re-download the entire game every time there is a patch.

Not to mention that it uses my data and a lot of time.

Hopefully I will report this as solved after reinstalling.

It maybe worth running a chkdsk and I would just to be safe back up any important data on that drive

The only reason i mention, is 0% within safe mode with networking is highly unusual, thinking of previous instances of this , a few have turned out to be due to the hard drive was about to fail.

Thank you, I will try that. It does the same thing on both my laptop and PC. My PC has a relatively new SSD, so I am hoping that is not the problem.

The only other step i think that didn't get tried is to just delete the patch folder itself , and see if recreates on patching

Just updating the post to say that the only way I could fix this was by redownloading the entire game.
