I just got off the phone with SWTOR customer support and they were very helpful! Basically, if you are using a hotmail account, you will likely experience issues receiving your one-time password and should call the support line: EA Player Help Services - Contact Us
They were able to promptly assist me and now I can play. I hope this helps you!
